Qualifications Mr. Teston is a construction manager/ engineer

construction projects across a broad range of all disciplines in construction
project management, architectural design, and code enforcement, with a proven
track record of completing projects on-time and within budget to satisfy client

and the Transportation Security Administration (TSA) rules and guidelines,
Occupational Safety and Health Administration (OSHA) compliance and
proceedings, building and environmental regulations and compliance methods. Mr.
Teston has experience with systems utilized for tracking and distributions of
RFIs and Submittals using BIM 360 field, SharePoint, Prolog and Primavera for
accurate information and disseminating timely responses. Proven
ability to effectively solve and communicate practical solutions to Design and
construction problems. He has in-depth knowledge of project delivery methods
(design-bid-build, design-build, CM Agency (CMA), CM at Risk (CMAR). Mr.
Teston is very knowledgeable in contracting relationships, contracting terms
between the contractor, designer, owner and other parties in various delivery

Eureka, CA. On Site Project Control Scheduler Mr. Teston provided construction management agency (Design Build project
delivery) for the construction of $25 million the PG&E Humboldt Bay Plant
decommissioning. He updates the schedule regularly during project design and
construction development. Evaluates critical and near critical path activity

Construction Manager to build sets and stages within budgets, to deadlines,
and to meet standards set by designers. He reports to Construction Manager
and assists with tasks such as scheduling, cost estimation and cost control.
He monitored construction to ensure that projects were built to the standards
of safety/ quality and are completed on schedule and within budget. He

worked on the design and construction at San Francisco International Airport
(SFO), three story Boarding Area “A”, Secure Connector, Tunnels A, C and D,
and concession. A $475 million program using Construction Management at Risk
(CMAR) project delivery. He represented the owner and/or Architect in
all project meetings and other field matters relating to project construction
of the project. He made periodic site visits to the project, recorded
observations and reported to the Project Administrator all observations
related to completion status, quality of workmanship and compliance with the
Contract Documents. His responsibilities included the transmission of large
quantities of paper work and project documentation particularly AIA
standardized documents. He was responsible for the comprehensive and timely

Construction Manager Agency (CMA project delivery) and represented United
State Federal Aviation Administration (FAA) for their Noise Abatement $150
million Program. Responsible in Administering the Owners contract with the
Contractors, Design Professional and others related parties. Review and
evaluate deviation from schedule. Review and approve invoices and process
payment applications. Review and approve Construction contract Change Orders
and processing related documents. Monitor and tracked requests for
information (RFI), submittals, bulletins, as built drawings and close out
documentation.
Supervise other personnel at the construction
site. Communicate appropriately with regulatory agencies to ensure compliance

construction of terminal expansion Phase 1 project. The $710 million with
traditional Design Bid Build project completed phase featured an expanded
terminal space of 550,000 sq. ft. from 220,000 sq. ft., a new larger customs
and immigration hall, public parking lot with 710 spaces, new and expanded
retail space, an automated baggage system capable of processing 120 bags per
minute, and four pairs of moving walkways along the concourse. He was
responsible for the methods and solutions for complex engineering problems
and selects the most efficient and economical manner in meeting the

privatization on-site field construction activities associated with the
completion of $55 million Design Build Mini IDP (Initial Development Period)
project with ongoing Full IP (Initial Development Period) worth $255 million.
Developed scope of work, supervised design from schematic design (SD-30%
documents), design development documents (DD-60% documents), construction
documents (CD-100% documents), bid and award, and construction of new and
renovation and fit-out military housing projects. Prepared construction
status and cost reports for presentation to the client. Liaison with other
departments required for completion of the project or impacted by the
construction. Reviewed and approved design documents and component estimates,
improved quality performance. Played a part in rebuilding the project team
with talented quality control managers, developed training and improved

qualification, and validation support services for Bristol-Myers Squibb’s
large-scale cell culture manufacturing facility in Devens, Massachusetts. A
Construction Management at Risk (CMAR project delivery method), $750 million
project. Responsible for quality assurance, quality control, and
project engineering for Pharmaceutical construction management and
commissioning, qualification, and validation support services for a
large-scale cell culture manufacturing facility. In (CQV) division, Created a
system to identify all pharmaceutical clean areas finishes and equipment for
installation. Introduced a schedule by coordinating with the Quality Control
and Assurance department to gather and bring us up to speed on Primavera
Construction Management to ensure all technical submittals, change orders,
RFI’s and shop drawings were approved. The operating efficiency was improved
by 20% because of the eliminated unnecessary procedures. QA/QC for the
construction of 5-mile stretch of arterial roads. Performed inspection for
grading, asphalt, concrete, pavement works, and traffic control/Construction
Zone Enhanced Enforcement Program (COZEEP). Duties included preparing ARE
Engineer’s Daily Report and Extra Work daily reports if needed; and preparing
quantity calculations for monthly estimates. Oakland
Unified School District, OUSD Modernization Program, Owner Representative. Mr. Teston handled various school projects for OUSD school
modernization namely, Bella Vista Elementary School, La Fayette Elementary
School, Piedmont Elementary School, Lakeview Elementary School. Responsibilities
include: preliminary estimate design fee proposal; issuing requests for
proposals to A/E firm(s); validating A/E fee proposals according to client
budget; and issuing NTP. Conducts site surveys with specialized consultants
prior to design to provide pertinent information to design team regarding
approach, including site soils investigation and lead and asbestos surveys of
a site or existing building from a logistical and feasibility standpoint.
Supervises all activities associated with assigned projects, including
control, organization, planning and design coordination with A/E firm and
communication with client. Responsible
for coordinating preliminary DSA meeting(s) and manages DSA approval. In
addition, verifies that all drawings issued by the A/E firm are completed,
accurate and comply with owner’s standards and specifications. Oversees
